Odessa, Texas was incorporated on April 28, 1927. It is located in the western portion of Texas in the austere beauty of the Great Desert Southwest. The city’s elevation is approximately 2,890 feet and there is favorable weather year-round with an average temperature of 63.5 degrees.
The Odessa Police Department facility currently houses 182 sworn personnel plus 55 civilian personnel. The Bureaus within the Department include Patrol, Support Services and Criminal Investigation.
Officers have the opportunity to transfer and/or specialize in numerous divisions and sections within the Department. The areas include: Detectives, Patrol/Traffic, K-9, Special Investigations, Crisis Negotiation Team, Bomb Squad and S.W.A.T. Team.

- Uniforms – all uniforms and equipment are furnished by the Department with the exception of footwear.
- Health Insurance – full medical coverage is provided to an employee only depending on deductible at no cost. Dependent coverage may be added for an additional expense. Coverage is effective 90 days after employment. Dental coverage is paid by the City for employees. Dependent dental coverage is available at a minimal expense to employees.
- Life Insurance – life insurance is provided to each employee at no cost to the employee and is based on an employee’s annual salary with double indemnity on an accidental death.
- Worker’s Compensation – any employee injured on the job shall be covered by Worker’s Compensation and will not be liable for medical bills. A full-time employee will have his/her compensation benefits supplemented by the City so that full salary will be received for six months.
- TMRS (Texas Municipal Retirement System) – the City of Odessa offers a mandatory retirement program where the employees contribute 7% of gross income, and it is held in an interest-bearing account. Upon retirement the City matches the funds two-to-one. Employee contributions to TMRS are tax-deferred until such time as the employee receives those monies either in form of a refund of contributions upon termination of employment or a monthly retirement benefit.
- Holidays – 10.5 paid holidays per year.
- Unileave- unileave may be taken in one-hour increments and has an unlimited accrual. An employee earns 17 Unileave days in the first year of City employment. Employees with Unileave accrual will be compensated upon termination of employment at the rate of one-to-one.
- Military Leave – military leave will be granted in compliance with State and Federal laws when copies of military orders are furnished by employees to supervisors.
- Take-home vehicles (anticipated to be in place in 2015).
- Lateral entry – Effective 7-1-13, Odessa Police Department began a Lateral Entry Program for Police Officers. This program is designed to allow former or current certified/licensed officers to join the ranks of the Odessa Police Department at an elevated entry level salary. This program affects salary only. Other programs within the Department where tenure is an issue, such as promotional eligibility, shift assignments, days off, etc., are not affected. Job Requirements:
Age – 21+
Education – High School diploma or G.E.D.
Experience – Must possess a current Peace Officer license or have passed the basic TCOLE Peace Officer Exam and be eligible for appointment as a Peace Officer by TCOLE rules
Additional Requirement:
- Must be a citizen of the United States or be able to provide documentation which authorizes the person to reside and work in the United States.
- Must possess a current Peace Officer license or have passed the basic TCOLE Peace Officer Exam and be eligible for appointment as a Peace Officer by TCOLE rules.
- Must NOT be currently on court-ordered community service or probation for any criminal offense.
- Must NOT have been convicted of a misdemeanor of the classification Class “B” or its equivalent within the last ten years in any state or federal court.
- Must NOT have been convicted at any time of a felony offense or its equivalent, Class “A” misdemeanor or its equivalent in any county, state or federal court.
- Must NOT have been convicted at any time of an offense of family violence.
- Must NOT have any criminal charges pending.
- Must NOT have excessive traffic tickets or accidents.
- Must be of good moral character.
- Must NOT have been discharged from any military service under less than honorable conditions including specifically:
- Under other than honorable conditions
- Bad conduct
- Dishonorable OR
- Any other characterization of service indicating bad character
- Be a high school graduate or have passed a General Educational Development (GED) test indicating high school equivalency or have completed a college degree from an accredited college or university.
- Must NOT have had a license issued by the Texas Commission on Law Enforcement Officer Standards and Education revoked.
Salary/Benefits: Entry Level Salary: $4,115 monthly, Academy Graduate: $4,115 monthly, Lateral: $4,115 monthly, Top Pay: $5,415 monthly
