On July 25, 2017, the Las Vegas METRO Police Department will host a 4-hour deaf sensitivity training seminar for police and other public safety personnel*. I NEVER GAVE THAT A THOUGHT! has been accredited by many state Public Safety Officer Standards including Nevada. The seminar will be presented by Tylin Promotions, whose president, Fred Greenspan, pointed out that corporations, institutions and government agencies “too often show low or no interest in training to assist people who are deaf and hard of hearing.”

This will be the 5th class in the Las Vegas area and the 2nd time with METRO P.D. “They had great interest in the training.

The seminar considers the guidelines set forth by the Americans with Disabilities Act (ADA), and instructs participants on properly and sensitively interacting with those who are deaf or hard of hearing. “Everyone gains an understanding and appreciation for the emotional and linguistic challenges faced daily by the hearing impaired,” explained Greenspan, who is hearing impaired and requires hearing aids. “This seminar enhances the life of every participant, and makes them better able to provide services to the people of this community, who are unique and deserve to be understood and respected the same as all other citizens. It’s just the right thing to do.”

Roughly one in 10 Americans is either deaf or hard of hearing, so workers in the public and private sectors are very likely to encounter people with some level of hearing impairment. Their reaction can have serious, even life-threatening implications. For example, deaf people have been assaulted and even killed for failing to respond to verbal commands by law enforcement officers that they could not hear.

Mr. Greenspan said municipalities around the country are becoming more aware of the problems faced by the Deaf community, and they’re beginning to address the matter. He pointed to an initiative last March that was sponsored by the New York City Police Department. While his company was not involved, Greenspan applauded those involved for giving recognition to the Deaf and Hard of Hearing communities, and to their needs for special consideration.

The Americans with Disabilities Act, signed into law in 1990, expressly prohibits discrimination, and guarantees that people with disabilities have the same opportunities as everyone else. When cities fail to comply, they can face serious and expensive consequences. Greenspan pointed again at the New York City Police Department: “Last year a federal court awarded $750 thousand to a deaf person who was mistreated by police; the ruling: the NYPD did not adhere to the basic requirements of the ADA.”

In late 2015, the seminar was provided to officers of the Maricopa County Sheriff’s Office in Arizona. According to Victoria Schutz, Advanced Officer Training Coordinator for the Maricopa County Sheriff’s Office, it was very well received. “Being sensitive to the needs of the community you serve is essential to effective policing and service. I Never Gave That A Thought! provides insight and understanding on how to better communicate and understand the Deaf and Hard of Hearing (HoH) community, preventing misunderstandings and frustration for both an officer, firefighter, EMT, sheriff and hospital ER staff and the [hearing impaired] citizen, and/or confrontations.” She concluded: “This should be required training for all public servants.”

To repeat, this event is scheduled for Tuesday, July 15, 2017 from 8a.m.-12p.m. at the METRO PD training center at 400 S Martin Luther King Blvd, Building A, Las Vegas, NV 89131. Tuition is $90 per person for government personel and school districts. Private enterprise tuition starts at $125 p/p on a sliding scale depending on the number of participants that are registered from one specific company or organization.

The add-on TBI/ABI class fee is a flat $30 per person.
